Local Agenda 21 and regional development can be parts of an common development plan of each community. For attempting this ideea it is necessary to develop proper institutions, proper relationships between citizens and local authorities and design the best developing plans for economic, ecologic and social areas. Those plans must include the local resources, the human social and economic traditions, future expectations and needs. All these things must be related with the sustainable development principles. For Bucharest such an plan is possible to be developed, but, unfortunatelly the local authorities are not very interested on that.
