Starting with the year 2000, the European Union programmes for candidate countries are conceived following the model of financing addressed to member state. The general idea is that, beside technical assistance and investment support, they will help these countries develop their institutional capacity for accessing structural funds so that, the accession will represent a continuity point in transferring opportunities offered by membership.
With respect to the attribute and experience gained over 4 year of functioning, the institutional framework used for the implementations of the regional development programmes has registered both notable performance. One of this programmes is "The major projects for regional infrastructure – Phare".
